Alice Siu: Alice is the Associate Director of the Deliberative Democracy Lab and a Senior Research Scholar at the Center for Democracy, Development, and Rule of Law at Stanford University. She earned her Ph.D. in Communication from Stanford, focusing on political communication, deliberative democracy, and public opinion, and holds B.A. degrees in Economics and Public Policy and an M.A. in Political Science, also from Stanford. Alice is a lead collaborator on the Stanford Online Deliberation Platform with the Crowdsourced Democracy Team and advises policymakers globally on Deliberative Polling. Her research explores the dynamics within deliberation, including the impact of socio-economic class, deliberation quality, and argument quality.

Dr. Christy Yachi Chiang: Dr. Cristy holds a bachelor’s degree in law from National Taiwan University, an LL.M. in Cyber Law from Leeds University (UK), and a Ph.D. from Durham University (UK). She began her academic career in 2012, initially as a faculty member at the IP Law Graduate Institute at Shih Hsin University. She then moved to the IP Graduate Institute at National Taipei University of Technology and is currently teaching IP and Technology Law modules at National Taiwan Ocean University. Dr. Chiang specializes in IP and Cyberlaw, with a focus on the intersection of law and technology. She regularly publishes on IP ownership, platform governance, and data protection.
Dr. Govind: Dr. Govind is a global expert in Internet Governance, and currently serves as the Vice Chair of the Asia-Pacific School of Internet Governance. He has served as CEO of the National Internet Exchange of India (NIXI) and was a Senior Director in the Ministry of Electronics and Information Technology, Government of India, overseeing E-Infrastructure and Internet Governance. With over 26 years of experience, Dr. Govind has been instrumental in establishing Internet Exchange Points and the .IN Registry, and in promoting broadband proliferation and domain names in local languages. He holds a doctorate in Plasma Physics and Electromagnetic Wave Propagation from IIT Delhi, with numerous technical publications to his name.
Edmon Chung: Edmon Chung is a social innovator and entrepreneur specializing in internet governance and technological innovation. As CEO of DotAsia Organisation and a key figure in the Internet Corporation for Assigned Names & Numbers (ICANN), he has advanced internationalized domain names (IDN) and multilingual email address technologies. Chung co-founded the Hong Kong Kids International Film Festival and is involved with the Asia Pacific Regional Internet Governance Forum (APrIGF). His achievements include the Most Innovative Award at the Chinese Canadian Entrepreneurship Awards in 2001. Chung holds degrees in Applied Science, Engineering, and Theology.
Eve Chiu: Eve Chiu is the CEO of the Taiwan Fact Checking Center and a member of the Radio and Television Program Advertising Advisory Committee of the National Communications Commission (NCC). She also serves on the Satellite Radio and Television Application and Licensing Committee and is a director of the Media Observation Foundation. Additionally, Eve is an adjunct assistant professor in the Department of Radio and Television at Shih Hsin University.
Harris (Yu-feng) Chen: Harris has been a prosecutor since 2007 and has held several consultation positions within government, including Project Prosecutor at the Anti-fraud and Cybercrime Investigation Supervisory Center of the Taiwan Higher Prosecutor’s Office. He also served as a member of the Advisory Committee of the Judicial Yuan for Drafting Selection Rules for Citizen Judges (2021-22). Harris holds an MBA from the Institution of Intellectual Property, National Chengchi University, and a bachelor’s degree in law from National Taiwan University. He is also a licensed lawyer and patent agent in Taiwan.
Isabel Hou: Isabel Hou is a lawyer and Secretary General of the Taiwan AI Academy Foundation, specializing in innovative technology, open source, open data, and digital governance since 2000. She has been an active contributor to the g0v civic tech community since 2012, honing skills in multi-party collaboration for social innovation. Isabel served as a committee member from civic society on the Legislative Yuan’s Open Parliament Committee from 2020 to 2022, where she helped develop Taiwan’s first “Open Parliament Action Plan.” She is also working with Taiwanese civic partners on the “Digital Citizen Literacy” action plan. Since 2017, Isabel has led the Taiwan AI Academy Foundation in democratizing AI technology, training over 10,000 individuals from more than 2,000 companies.
Ken-Ying Tseng: Ken-Ying is a highly skilled attorney with an LL.M. from Harvard Law School and both a Bachelor’s and Master’s degree in Law from National Taiwan University. She specializes in mergers and acquisitions, personal data protection, e-commerce, internet law, telecommunications, and technology law. Ken-Ying has extensive experience in M&A cases and a strong background in technology law, covering areas such as artificial intelligence, financial technology, OTT, electronic payments, P2P lending, sharing economy, domain names, electronic signatures, internet security, and more. She also advises the Taiwanese government on data privacy and artificial intelligence.
Manique Gunaratne: Manique is the Manager of the Specialized Training and Disability Resource Centre at The Employers’ Federation of Ceylon. She has been instrumental in promoting inclusive economic development across Sri Lanka, creating sustainable employment opportunities for persons with disabilities. Ms. Gunaratne is actively involved in advocating for the rights of persons with disabilities both nationally and internationally. She is a member of the Programme Committee of the Asia Pacific School on Internet Governance (APSIG) and serves on the leadership team of the Internet Society (ISoc) Global Accessibility Standing Group.
Max Chen: Max is a technology advocate and a diplomat at heart, and works at the intersection of technology, policy, and law. Max currently leads Facebook’s government affairs and public policy works in Taiwan, spearheading an innovation friendly policy environment of the island country. Max studied international relations and technology law in Taipei, Berlin, and Vienna, and was a German Bucerius Global Governance Fellow (2011) and Atlantic Council Millennium Leadership Fellow (2017).
Mei Ching Chen: Mei is the section chief in the Office of Internet Communications in the National Communications Commission. Her work includes: formulating internet communications policy, establishing partnerships and dialogues among domestic and foreign entities across industry, government, academia, and civil society through a multi-stakeholder model, playing the role of a communication bridge between domestic government agencies and the industry, participating in the amendment of relevant laws related to Internet and providing practical perspectives of the operator, to jointly safeguard digital human rights and create a safe and trustworthy internet environment.
Michael Caster: Michael is the Asia Digital Program Manager at ARTICLE 19, a London-based freedom of expression organization. He manages ARTICLE 19’s work on internet freedom and countering digital authoritarianism in the Indo-Pacific and oversees the global China program. He holds an M.A. in International Law from the Fletcher School of Law and Diplomacy at Tufts University and an M.A. in Conflict Studies and Human Rights from the University of Utrecht.
Neeti Biyani: Neeti joined the Internet Society in February 2021 and serves as Senior Advisor, Policy and Advocacy. She believes the Internet is a force for good for everyone, and is passionate about upholding the open, global, secure, and trustworthy Internet. She works to monitor and analyze policy and threats against the Internet, and engages in governmental and public advocacy. She led ISOC’s work against Internet fragmentation, and worked toward enabling community, building coalitions, and mobilizing advocates to join in efforts to protect the Internet.
Noelle Guzman: Noelle helps governments develop strategies to maximize the Internet’s benefits, builds decision-makers’ capacity to apply technology principles, and convenes thought leaders on emerging issues. She leads projects for the Internet Society and represents the organization in international forums like the Christchurch Call Advisory Committee. Previously, she was a development analyst at Devex and edited the features section of BusinessWorld. Noelle holds a Master’s in Media, Communications, and Development from the London School of Economics and a degree in Asian Studies from the University of the Philippines.
Omar Rajarathnam: Omar is the Co-Founder of Factum, an Asia and Asia-Pacific focused Consultancy on Diplomacy, Tech-plomacy, Communications and Climate Outreach. Omar specializes in managing multi-stakeholder platforms in state and big tech engagement which aims at upholding free expression in Asia and the Global South. He is Sri Lanka’s Consultant Country Manager for International Media Support Denmark. Previously he was the Head of Information / Communications at the US Embassy to Sri Lanka and Maldives.
Pablo Hinojosa: Pablo is an expert in Internet governance. He is the Senior Director, Engagement at APNIC. He represents the organization at a senior level. Before joining APNIC, he was the Regional Relations Manager at ICANN. Before ICANN, he was Director for Multilateral Affairs in the Mexican Federal Telecommunications Commission (COFETEL). He has a dual bachelor’s degree in Political Science and International Relations and a Master’s degree in Information Technology Management.
Photchan (Paan) Ratanajaipan joined the the APNIC Foundation in December 2020. Prior to this, she worked with both public and non-profit organizations, including the Electricity Generating Public Company in Thailand as an information system development manager, and Shinawatra University, Thailand, where she was a full-time lecturer in Computer Science for 16 years. As a woman in tech, Paan is passionate about diversity and gender empowerment. In her role as a national project coordinator at APNIC Foundation, she focuses on promoting diversity and gender empowerment in technical leadership within the Internet industry across Southeast Asia, with a particular emphasis on Thailand.
Rajnesh (Raj) Singh: Raj is the CEO of the APNIC Foundation and a thought leader in the technology industry with extensive experience as a serial entrepreneur across the Asia-Pacific region and beyond. He has held founding and leadership roles in various technology and private equity firms, with expertise in business management and strategy development across telecommunications, power infrastructure, agriculture, and real estate. Raj’s deep understanding of the Asia-Pacific region is complemented by his extensive work with governments, academia, civil society, and the private sector. He has served on several advisory boards and expert working groups for regional and international organizations on infrastructure, policy, and regulatory reform. Waqas Hassan: Waqas is the Regional Lead for Asia at the Global Digital Inclusion Partnership (GDIP), where he oversees policy and advocacy efforts, including the Women in Digital Economy Fund (WiDEF) project. He previously led international collaborations for the Pakistan Telecommunication Authority (PTA) and is an active contributor to the internet governance community. Waqas has held leadership roles, including Vice-Chair of the Asia-Pacific Regional Internet Governance Forum (APrIGF) and the Asia-Pacific School on Internet Governance (APSIG). Yien-Chyn Tan: Yien Chyn is currently a Stakeholder Engagement Senior Manager at ICANN. She engages with the community in the Asia Pacific (APAC) region and facilitates their participation in ICANN’s multistakeholder Internet governance discussions. Yien Chyn joined ICANN in May 2016.
